How to fix World-writable config file /etc/my.cnf is ignored?

The default configuration file of MySql is my.cnf (location: /etc/my.cnf for Linux) and my.cfg (location: Program File/MySql for windows). What promotion means to you ? Ans: Its high package, more values in organization, satisfaction etc..... But according to me it means more responsibility, more hard work, more result oriented task performance. Today, with the grace of Almighty Allah, I promoted as Senior Software Engineer in my organization and also a minimal hike. But I know it is not the time to celebrate, as much expectation will be raised from me in next level. In every field, growth must be there. Apart from hike in salary, level should also be promoted, new responsibilities must be put over shoulder. But sometimes I think, money may work much than promotion..... I think, you also support this view, right? However, I am happy for my mid-term appraisal.
